History of Turkey's European Union Membership Process

* 1959
Turkey , at July of 31st, 1959 to European Economic Community (EEC) filed for a partnership.

* 1963

* 1970
Additional Protocol(Annexed protocol) and II. Financial Protocol signed in Brussels.

* 1973

On December 17th of the Council of the European Union, took the decision to start membership negotiations with Turkey.

* 2005
On October 3rd , Turkey's The European Union (EU) accession negotiations  and Screening Process began officially. Negotiation Framework Document was adopted.

* 2006
The European Union (EU)  have blocked Turkey talks with 8 titles. Because Turkey didn't  implement Customs Union  to new member Cyprus.

* 2007
Referendum on the constitutional obligation to provide input on the for new The European Union (EU) members. And France, who has made the five - tuple associated with full membership negotiation was blocked.

* 2010
From June 2010, Turkey has 35 title and 13 of them have started negotiations and 1 of them are temporarily stopped.


Negotiation Process


* 2005
The first phase of the negotiation process started on 3 October 2005 be referred to as the screening process, on 20 October 2005 "Science and Research" chapter of started, 11-13 October 2006, "Judiciary and Fundamental Rights" chapter in the bilateral screening meeting has ended.

* 2006

Within this year, "Economic and Monetary Policy", "Agriculture and Rural Development", "Regional Policy and Coordination of Structural Instruments", "Institutions" and "Financial and Budgetary Provisions" titles because they are directly related to membership in France has been blocked on appeal.

* 2008
During the Slovenian Presidency in the first half of 2008, "Company Law" and "Intellectual Property Law" was opened for negotiation topics.

During the French Presidency in the second half of the year, "Information Society and Media" and "Free movement of capital" was opened for negotiation topics.

* 2009
Czech Republic presidency, "Taxation" section was opened for negotiation.

During the Swedish Presidency in the second half of the year, "Environment" section was opened for negotiation.

* 2010

Spanish presidency in the first half of the year, "Food Safety, Veterinary and Plant Health" heading was opened for negotiation.


Perspectives for the coming period:

Expected to open in the next short period of negotiations as a priority headings "Public Procurement", "Social Policy and Employment", "Competition Policy" and "Other Issues" is. Why women cannot act in business life as well as men?

Women's work and earn money these are the first step of freedom. We live in global times and everybody can contribute to economy. Women are important for business life. Today, almost half of the world's population (49.7%) is women.[1] Women's participation in economic life with the beneficial effect of social economic development is not directly proportional. Women's participation in working life, education, work experience, a desire to succeed, work determination etc assess by looking at issues in society, as individuals, are useful in the event of the independent status of the family. Our very important here who is Mustafa Kemal Atatürk have significant sentence for women: "I must believe at this, everything we see in this world is the work of a woman." This sentence explains everything because I am writing about women can be business life and their ability manages it. But Atatürk’s sentence proof that women can do all. European Union regulations and practices within the scope of the process, the women's movement in Turkey made ​​a significant contribution in terms of reaching a better position. There are some reasons for why ladies are being secondary position. I want to write 4 fundamental reasons. First one is culture-based discrimination in the male-dominated society. Second one is women less benefit from educational opportunities. Actually we cannot talk about it big city like İstanbul, Ankara, İzmir etc. We can say east of the Turkey such as eastern anatolia region and southeastern anatolia region. Because Turkey is mosaic if you start Edirne and go to Hakkari you can see big difference and people behavior. Recently years various campaigns have started for promote education and consciousness-raising for uneducated family. Third one is Physiological differences in men as of women. Forth and last one is causes of defects and errors, such as legal regulations.

Women's participation is working life, education, work experience, a desire to succeed, perseverance, etc. assess by looking at issues in society, as individuals, are useful in the event of the independent status of the family. Discrimination against is women in a male-dominated social structure as a dominant ideology. Women are stacked in some sectors. There are a lot of women in the service sector or industry sector, textile; food is more than female employees as well as some branches. A similar agglomeration in the workplace has been the same. Next sections are the concentration of women in jobs that require less skill routine, repetitive, and provide at least a minimum of satisfaction that work is used in the initiative.  Women workers are more vulnerable than men in advancement and career opportunities.

Decision-makers, managers, regulators and doing jobs that require a lot of responsibility, implementing decisions, managed, fulfilling orders and tasks of position. Even if women are concentrated in professions men occupy government positions. Women's labor force participation is an important index when you consider sustainable development although it is labor force participation rate is low, show a decline over the years. In spite of the egalitarian laws, women's qualitative development and the mechanisms needed to enter the labor market is one of the main reasons for this decline in Turkey as well as one of the main problems of women's employment remains.[2]

The labor force participation rate of women in 1990 is around 34.1% to in 2002 it is 26.9% in 2004 percent is 25.4 and for the year 2010 was determined as 27.6%. According to 2010 figures, according to the city (23.7%) in rural areas, more women participate in the labor force (36.3%) may seem like the countryside 84 % of 100 women in the agricultural sector and 79% of them they are working as unpaid family workers without any charge.[3] In addition, intense rural-urban migration in Turkey living in the village to the city when it comes to women in the labor force in the professional knowledge-skills due to lack of adequate training and the labor market. Workforce is often a housewife. 100 women participating in the labor force 61.5 to participate in the labor force as the cause of "housewife" shows them.[4] This phenomenon reduces the labor force participation of women in both rural and urban. Women who have to work due to lack of income, social security, low-status-income jobs have to work.

 For the development of gender equality in the workplace for women and men the same provide career opportunities, improvement of working conditions, equal provide equal pay for work of equal conditions in social security and social gender discrimination should be avoided.

Gender equality and enables companies are increase to the rate of profit and performances. It has been taken into consideration the needs of shares employees (male or female) are more efficient and more productive work. Some of the industries and occupations in the arrest of a more balanced male-female ratio are observed created a better working environment.

In Turkey has 21 million labor force and these 9 million are women. [5] Women do not have equal status of women and men in the labor market or reinforcing stereotypes that men tend to ignore the real capabilities. This situation is not desirable for the development of gender equality.

Women are capable of better training of the necessary personnel. Women are advanced didactic aspect.

Women are enthusiasm and encouragement their employee to their job.
Women are more open to new ideas. In addition, the success of women in business opens success to creativity.
Women in business successfully use observation skills.
Women's success in communicating with employees have a positive impact is a better manager.
Woman's success in problem solving, as an administrator makes men more successful.
As well as private lives of women are in business with a clear strategy.
Women are better than men at work can be playful and fun.

The secret to success is the right career path and manage a very detailed way. Connect the network correctly. Women learn a lot from this point early. Women, data connections are emotional. Men will contribute to the success of their own people, adding to the list. Find the right mind will support you in your career professors. Undertake work that is right for you. Last but definitely home-family life, your children properly manage.

We know the differences give rise to well-managed better business results. Female members of the management boards of companies creating successful diversity, more independent, more innovative, more and more high-performance enterprise's feels at home. In Finland is 13 %. The ratio of female senior managers in companies is higher than holdings. More pronounced dominance of female managers in corporate and global companies in particular. Rate of senior women managers, Turkey is gaining intensity in the range of 15-30 %. Number of women managers in Turkey increased by 6 percent last year, accounting for 31 percent of the managers formed part of the women. The World Bank (WB) is an international website; "more women in the Turkish establishments" published an article titled. 12 percent of all CEOs in Turkey, one-fourth of the total workforce are women, only the article, "Turkey is the 16th largest economy in the world, but only a quarter of women working outside the home," the statement said. Only 24 % are of Turkish women working. This low rate of Turkish society, the economy is affecting everything from family life. Turkey is the world's 16th largest economy only one-quarter of women working outside the home. The majority of these also have low-paid jobs such as farm work and textiles. Culture of poverty due to the low rate of life until the Turks, but also affect the life.[8]

Women in Turkey are part of most financial management, sales, human resources and marketing Managers take part in missions. Companies participating in the survey in Turkey, with more than 34 per cent of female executives finance departments are working titles, such as chief executive or finance director. Then the director of sales units with 21 percent, 16 percent and 14 percent with the human resources department and the marketing department are manager. 9 per cent of those who served as Chairman of the Board of Directors.

Women can do because when you look history we could see the difficulties for every women all the country. Some of them they could get their promotion, some of them they could not get same salary with men and some of them were fired from job and it was only reason they are women. People cannot choose their gender so when you do something you should judge people their ability, access and own capacity. Gender cannot be problem and we cannot say anything against it. The World Economy

Global economic conditions are very effective. Because competition is increasing day to day. Even countries are competing. So economy complex concept. In this manner the main issue is to focus on the goal. If you focus to target, you will be successful. Rapidly changing economic and political structures today. Nevertheless, we are working successful in our goal and we should be careful.


Even large interdependent economies. For example China and U.S.A. have got large percent economic trade. They have got strong ‘’ currency-product ‘’ relations. If these are missing one of the, it will be unbalanced. And one factor will affect the world economy. Because the world economy reacts to quickly. There are many things about the future of each country will do. Reason of the economic crisis of 2008, all countries experienced panic. The world lived effective 2 in a global crisis. First one was in 1930, second and last crisis was in 2008 on October. There was fear that the financial system will collapse.


1997-98 was the Asian crisis. Crisis in developing countries was constantly. But the last crisis was about developed country. For this reason this affect the all over the world.
The first global crisis was in 1931-32. That was disaster. The unemployment rate rose to 30%.the Totalitarian ideologies provided their interests. Nazism, communism...
1930-40 in Turkey had got strong crisis. And this time period Turkey closed economy and there was tight fiscal policy. Ismet Inonu kept out the Turkey second world war. This strategy was right and very important step for Turkey future.


U.S.A., European Countries, Japan, China and European countries and G-20 countries did many important economic policy to their home countries.
- Intervention in the financial system.
- Expanded the monetary policy. Interest rates in developed countries approached to 0. It was prevented with abundant supply of liquidity. Financial sector reform was initiated.
- Expansionary fiscal policy.
The world economy has experienced in recent years, the greatest stagnation. Developing countries were afraid the crisis will affect the themselves. The IMF' s money-making power was multiplied by 3. Developing countries left the crisis quickly. Recovery was rapidly. Crisis in South Asia and India have never been. China has 10% rising rate. Growth was 8% in India. The average growth rate in developing countries more than 3 times. This is better than developed countries.


G20 countries, April 3 , 2009 meeting was important in London. And 3 main subjects were determine:
- Cost of the expansion policy
-  Liquidity in the monetary policy  and  continued the interest rate is 0
- Finance regulation
- Fiscal policy must be compatible with all countries.


In 2009 ; 2 quarter,  the crisis stopped and the growth has began. Herewith, production has increased. Stocks improved. Negative growth of Turkey because of the psychological panic. When the panic over again continued growth. Public debt ratio increased in developed countries. Greece small country for this reason a narrow tax base. Public debt crisis occurred  in Greece. Developed countries have government debt and pose a problem. There were large public deficits in developed countries. In the United States unemployment rate is currently 9.5%. And it is long-term unemployment.
There is social pressure in Europe and  already high unemployment in Europe. There is also fear of the growth will decrease. Monetary policy was successful and it has stopped the panic. In real terms interest is negative rate, zero. 0 of the nominal interest rate and it does not fall under this number. The state, treasures can buy bond directly. But it has a limit. There are a lot of liquidity in the market.
Does the liquidity preference or trump?


The fiscal policy expanded. US budget deficit was 11%. The border of fiscal policy.
Developing countries continues growth. China 10 %, India 8 % , Turkey 7 %. These are rapid growth number of countries. And In addition this countries the economy of Brazil  improving.
These countries constitute 65 % of the world economy:
- United States
- European Countries
- Japan
The remaining 35%: creates the developing countries.
The share of developing countries are small. For this reason they are not affect the world economy.
If US has a growth, it will affect the all over the world.


There are 3 important factors for the world economy


- First one is ‘’ Create the Coordination and Common Policies ‘’
Principally; countries should work together. Each country's shouldn't think to own interest. Collective policy is ideal for it. Everyone cannot  increase the their net profits. Because our world has got limit. We are living only this planet. We can't exports the others planet or space. USA and Europe would not be different policies. Each country must be effective supervision and support.


- Second essential step is ‘’ Eliminate Uncertainty ‘’
The unemployment rate is surplus and also have increase debt. Households and companies want to know the tax rate for 4-5 years. If you do not say the tax rate, it will be uncertainty. Investment and consumption are reduced. Exchange rate policy and fiscal policy must be together. USA has got very low interest rates on government bonds.The most important issue is the health care system in USA. Because it has got the largest gaps. Market and policy are creating panic in the USA.
United States of America should reduce the money spent to defense. China and Germany should support domestic demand.


- Finally, third subject is ‘’ Income distribution ‘’
Ethical, political, social, and justice should be equal. Inequality makes unhappy society. Income distribution and macroeconomics have a direct relationship. The upper tier is very rich of an income distribution. U.S.A., China, India and Asian Countries have got this situation. European Countries has got different case.


In USA,1972, 1 % of the population have got 9 % revenue. Now, this percentage is increase the 24 %. In addition, 0.1 % of the population; they have got 11 % on the revenue.
Percentage of the households in China: 36 % and the share of the labour is 40 %. That have effective demand. Household have got many debt in the USA. China constantly trying to export. China has less demand in the domestic market but they have a lot of demand in foreign markets. This name is demand imbalance. Strong corporation do not have the problem of financing.
Productivity is increasing. But balanced household,increase in revenues and wide-growth balanced are the most important factor. We need sustainable growth.

- Liquidity
- Real Estate Sector
- Political Structure


For long-term savings, we should increase the savings rate. Financial regulation is the first step for the achievement.We must move long-term.

Managing in a Global Environment

World is small. Because we are living global world. 21st century name is smart age. We haven’t got borders for life. If you want go wherever in the earth, you will use plane. Distance is not important. People change the country quickly and easily.

International vicious cycle is important for all of the country. Environment is affecting our business. We study in environment. Business is dependent on environment. And communication is faster and cheaper. You send mail to your customer and country isn’t important because you have internet. Technology has benefit for the humanity. This is big values for us. If you want learn information, it is possible and fast. People are sharing information very much. All of the people learn knowledge easy. You can write in the internet what you want and then learn all of the things. Only you can use your mouse and click the sites. Some people are very conservative and they say; internet is damage people, they spend time vainly. This conservative people say: we are out, we don’t want use it. This is ridiculous.People have a brain. You can use your brain and then discuss with yourself. The world is global. If you close or don’t look the internet, you won’t follow world. Your idea same with homosapien. Who don’t use the internet, this people same with who live in den.

Management and organization are not isolated from international force. Globalization is important for all of the people. Trade barriers have fallen. And consumer tastes converge.

Firstly people did Domestic Trade. This is local and you have one best way. And then people had relations with other country for this reason they adapt international Trade. They said many good ways. Sometimes they did Multinational Trade. This subject assumes the least cost way. And the last one is the most important and common subject. It is name is Global Trade. Globalization, in economy, we mean a fully open economic system in which all the word can be considered one single large market where firms source capitals, products and technology, establish facilities, employ people, produce, sell and compete wherever more convenient, irrespectively from their origin, and capitals move freely in search of best investment, wherever they could be.

The State

State exists for public. Because human is the reason of the state. People elect government.

And government should do good things for all people. Each state must work for their citizen.

Every human is important, and each of them has different life style and preference.

In addition all citizens should be respectful to others. People should understand and respect others views.

All States have to accept Human Right Declarations. Because human rights are fundamental rights and that’s constitute fundamental liberty. All humans born free and they have equal right.

For Example if you were born in Canada or in Congo this is not important. Country is different but you are human. Because of  this reason you have to be same right with each other.   

Politics ask this question: ‘’who should govern the public?’’ 

People have different views because of that conflict happen. This is the main point of politics.

State should treat citizen equal.Citizens should have equal rights.Democracy is the best regime for a government. But only democracy isn’t enough. It must be combined with Republic. Democracy used in Antique Greece times and it is original name is : ‘’ Demoskratos’’. Demos: Public, Kratos:  Govern. Citizens should decide their own fates.

They have one right to vote in every election. Election is the first and fundamental step for democracy. But it should be free and objective. And political party number should more than one. Two or more parties participate in election. If one political party participate the election, it won’t be democratic. We can name this as; totalitarian regime. And elections have to repeat each 4 or 5 years. Majorities determines the election result but government should be protecting minority right. Because democracy regime protects all of the views and ideas.

Now, we are using representative democracy. Because world’s population is dramatically increase from year to year. All citizens have one right and majority determine conclusion.

Antique Greece; people used direct democracy. Many years ago, population was few and some of the people had right of vote. They came together and about decided the entire subject.  

Woman, slaves and foreign people didn’t have right to vote. Only free Greece citizens had the vote right.

Law always supreme if we compare with government. Law must be the most high in democratic regimes. Because in every democratic regime there are judicial reviews. Law is objective and reliable.

State should not support any ideology. That means government has to be neutral. All of the citizens should have same right, they have to be equal. If government supports ideology, it will be unequal and there will be chaos. Ideology is for humans not for governments.

Discrimination isn’t democratic neither people nor government.
